It has been rumored for some time now that there will be an update to Street Fighter 4 under the name of Super Street Fighter 4. This might be the confirmation of that rumor right now.
Yes, this is a new character. Her name is Juri and she is reminiscent Juni and Juli Street Fighter Alpha. She looks like she has the psycho power like M.Bison. There are more pictures that feature T. Hawk, this may be the start of the increasing character count in Street Fighter 4, and more importantly the beginning of Super Street Fighter 4.
